Political Statement:
The Southwestern Neo Club (SNC) is dedicated to the improvement of the health of the Neapolitan Mastiff and to the showing of these majestic animals. We are neither pro-nor con any other Neo club.

We do believe that the A.K.C. should not accept this breed at this time. We suggest a ten year moratorium on seeking this recognition, until such time as the A.K.C. judges have shown an ability to judge these dogs as per the Italian Standard. Rare breed clubs that use A.K.C. judges for their shows do the Neapolitan Mastiff a similar disservice.

Neapolitan Mastiff shows need to be developed in the Southwest. The judges must be "Neo People" but not necessarily sanctioned by any particular club.

We believe in "taking care of our own". Therefore, 10% of yearly membership dues will be donated to Neo Rescue.

In an effort to improve the health of the Neo, while maintaining it's unique "type", the SNC will award Star Points to Neos which have shown Veterinary Medical proof of having passed O.F.A., thyroid, CERF, and/ or heart exams. The "Awards Committee" will be in charge of recording and presenting these health awards. We hope that prospective breeders and buyers will give these healthy Neos and their pups special consideration when breeding or purchasing pups.

Although the Southwestern Neo Club does not want the Neapolitan Mastiff to become an "AKC recognised breed", we would be happy to have the registry for this breed in the hands of a neutral party. Let the A.K.C. make the profit on the breed registry... we really don't mind.

CONSTITUTION
  1. The name of this club shall be "Southwestern Neo Club".

  2. The purposes of the club are:
    a) to promote responsible ownership of purebred Neapolitan Mastiffs.
    b) to educate owners and the general public in all aspects of dog ownership.
    c) to preserve and protect the Neapolitan Mastiffs breed.
    d) to encourage the developement of "health and type" based breeding programs.
    e) to encourage sportsmanlike conduct by members at all times.
    f) to develope and maintain relationships with breeders world wide .

  3. The above purposes of the Club shall be carried out without purpose of gain for its members, and any profits or other accretions to the Club shall be used for promoting its purposes.

  4. No Director or Officer shall be remunerated for being or acting as a Director or Officer, but a Director or Officer may be reimbursed for all expenses necessarily and reasonably incurred by him while engaged in the affairs of the Club.

  5. On the dissolution of the Club, funds or assets remaining after all debts have been paid shall be given or transferred to a charitable organization for the benefit of dogs.

  6. The area of operation of the Southwestern Neo Club shall be California and all three contiguous states- Oregon, Nevada, and Arizona, but nothing herein written shall be deemed to delimit the area in which the members may seek to achieve their purposes.

  7. This Constitution shall not be altered or added to except by special resolution passed by a 2/3 majority of the voting membership in writing.

BYLAWS

    Part 1 Interpretation:


    Words importing the singular include the plural, and vice versa; and words importing a male person include a female person.

    Part 2 Membership:


    Any person of good moral character that has attained the age of 18 years shall be eligible to join the Club upon payment of the prescribed dues.
    There shall be two classes of membership: Single and Family. A Single membership shall consist of one member. A Family membership shall consist of two persons residing in the same household. In a Family membership, each of the two persons shall be considered to be a member.
    All prospective members must be sponsored by two members, in good standing, and approved by the Executive and the Membership Committee if formed.
    The membership dues shall be as determined by the Directors, and shall be due on the first day of the month of January of each year.
    Every member of the Society shall be entitled to attend any meeting of the Society.
    Every member shall uphold the Constitution, comply with these By-laws, and abide by the Code of Ethics of the Society.
    A person shall cease to be a member of the Club by delivering his resignation in writing to the Secretary of the Club , or on his death, or on being expelled, or on having been a member not in good standing for a period of 60 days.
    A member may be expelled by a special resolution of the members passed at a general meeting. The notice of special resolution for expulsion shall be accompanied by a brief statement of the reason for the proposed expulsion. The person who is the subject of the proposed resolution for expulsion shall be given an opportunity to be heard at the general meeting before the special resolution is put to a vote.
    All members are in good standing except a member who has failed to pay his current annual membership fee, has been convicted in a court of law of a crime against any animal, or has been noted, by the club, as running a "puppy mill".

    Part 3 Meetings:

    . Meetings of the Club shall be held at such time and place as the Directors decide, and shall be held as often as the business of the Club requires.
    Notice of a general meeting shall be given to every member shown on the register of members on the day notice is given and shall specify the place, the day and the hour of meeting and in case of an extraordinary general meeting, the nature of the business to be transacted.
    The Annual General Meeting of the Society shall be the regular April meeting.
    A quorum is 3 members present.
    A member in good standing present at a meeting of members is entitled to one vote.
    Voting is by show of hands, unless the members decide otherwise.
    Voting by proxy is not permitted.
    All meetings of the Club and of its governing bodies and all other matters of practice and procedure not otherwise herein specified shall be governed by Roberts' Rules of Order, current edition.

    Part 4 Directors and Officers:

    The Officers of the Club shall be a President, a Vice President, a Secretary, a Sergeant at Arms, Parlimentarian, and a Treasurer.
    The Executive Committee of the Club shall consist of the above Officers together with the immediate Past President.
    The Board of Directors of the Society shall consist of the Executive Committee and the chairmen of all Standing Committees.
    The Standing Committees of the Society shall be those named to deal with Dog Shows, Ethics, Membership, Education, Health and Welfare, Fund Raising, and Entertainment. The Board of Directors shall appoint the Chairmen of the Committees. Upon appointment, the Chairman shall serve for a term concurrent with the term of the Officers. The Chairman may invite members to sit on his committee as he sees fit, with the approval of the Board.
    Temporary Committees (i.e. Nominating Committee) shall be constituted from time to time on an "as needed" basis by the Board. They shall dissolve upon completion of their immediate task.
    Nominations for election of Officers may be made by any member in good standing and must be made in writing to the Nominating committee. Nominations will be accepted up until five weeks prior to the Annual General Meeting.
    Officers shall be elected by majority vote, at every fifth annual general meeting. Elections shall be by secret ballot. Ballots shall be mailed out to every member in good standing at least four weeks prior to the Annual General Meeting. Ballots must be returned to the Nominating Committee and received prior to the official opening of Ballots at the Annual General Meeting. Upon election, an Officer shall serve for a term of five years beginning at the conclusion of the annual general meeting.
    All Directors must be ordinarily resident in California or its contiguous states as outlined in paragraph 6 of the Constitution. All Directors must be members of the Club in good standing.
    . The Directors may, at any time, appoint a member to fill a vacancy in the Directors. If an Officer ceases to hold office, the Directors shall appoint a replacement to fill the vacancy thus created. Any Director or Officer so appointed shall serve the unexpired term of the Director or Officer he is replacing. No act or proceeding of the Directors is invalid only by reason of there being less than the prescribed number of Directors in office.
    The members may by special resolution remove a Director before the expiration of his office and may elect a successor to serve the unexpired term of the Director he is replacing.

    Part 5 Duties of Officers:

    The President shall preside at all meetings of the Club and of the Directors. The President is the chief executive officer of the Club.
    The Vice President shall carry out the duties of the President during his absence.
    The Secretary shall conduct the correspondence of the Club, issue notice of the meetings of the Club and Directors, keep minutes of all meetings of the Club and Directors, have custody of all records and documents of the Club except those required to be kept by the Treasurer, and maintain the register of members.
    The Treasurer shall keep such financial records, including books of account, as are necessary, and receive all monies paid to the Society, and be responsible for the deposit of same into whatever bank the board may order; and render financial statements to the Directors on a quarterly basis, members and others when required, and prepare for submission to the annual meeting a statement of the financial position of the Society.
    The Sergeant-at Arms shall keep order at the Club meetings and shows.
    The Parlimentarian shall be knowledgeable of the Club's Constitution, Bylaws, and Robert's Rules of Order and advise the body when infractions arise. This office carries no unilateral executive privilege.
    All cheques issued by the Club shall require the signature of the Treasurer as well as the signature of one other Officer (President, Vice-President, Secretary). Any monies issued in excess of two hundred dollars must be approved by the Board.

    Part 6 Financial:

    The fiscal year of the Club shall begin on the first day of the month of April and end on the thirty-first day of the month of March the following year.
    In order to carry out the purposes of the Club, the Directors may, on behalf of and in the name of the Club, raise or secure the payment or repayment of money in such manner as they decide, and in particular, but without limiting the generality of the foregoing, by holding or joining fun raising activities utilizing the name and/ or emblem of the Southwestern Neo Club.
    No other commercial usage of the Club's name or emblem will be allowed.
    The Directors, at their discretion, may appoint an auditor, who shall audit the financial records for the preceding year and report to the Annual General Meeting.

    Part 7 Alteration of the Bylaws:

    These by-laws shall not be altered or added to except by special resolution and approved , in writng, by 2/3 of the membership in good standing..
